Cook for 8 to 10 minutes<\/p>\n<p>Drain and set to the side<\/p>\n<p>As the potatoes are cooking, brown the sausage in a skillet over medium high heat<\/p>\n<p>Put the potatoes, sausage, pepper and onion in a greased 9&#215;13 baking dish<\/p>\n<p>Sprinkle with 2 cups of shredded Cheese and set to the side for now<\/p>\n<p>In a medium saucepan combine the milk, sour cream, salt, pepper, garlic powder, onion powder and flour<\/p>\n<p>Cook on low until thickened, stirring constantly.
